Not as a "configuration", no. CalendarX just reads the events that are there.
One approach would be to have custom events that look for a conflict when
they're edited/submitted. I seem to recall seeing some code somewhere (one
of mxm's Products perhaps) that had such a capability, or at least
something akin to it.
A more advanced level would have a view that shows available times
(unscheduled intervals), instead of unavailable times (a standard
calendar). I haven't seen that around the Plone world, but it shouldn't be
that hard to do.
